My gut reaction:
I want to teach/instill in my students intrinsic motivation for an activity- Write because you love it, because you have a cause worth fighting for, because you want to express yourself- not because you want an A (the quintessential extrinsic motivator)
Now we want teachers to be extrinsically motivated by their students scores on ONE non-longitudinally recorded, multiple choice test instead of their intrinsic motivators, whatever they might be. Now that is HIGH STAKES, folks.
Now, nowhere does it say that teacher performance will be solely evaluated on student test scores, that is true…
However, sometimes, I think that a multiple choice reading test assesses how well as student takes a multiple choice test more that it assesses her reading skills.
